AMENDMENT # 2 - The purposes of this amendment are to provide updates to the solicitation as listed below, along with an updated Attachment E - Task Order 1 Pricing Sheet_amended (included in attachments to this posting): The number of archives in the historical panel may be over or under 91 archives (Table 1 in PWS) Historical panel to start after 2002 but no later than 2005 Probability sample to be greater than 2% (but less than 50%) Interested Offerors asked to provide pricing for each credit score separately on TO #1 with each as an optional item “Credit record-level credit attribute data” on TO #1 is now an optional item “Associated borrowers” on TO #1 is now an optional item “Demographic information” on TO #1 is now an optional item AMENDMENT # 3 - The purposes of this amendment are to issue minor changes to two (2) bulleted items from Amendment #2, to remove two (2) COVID-19 related clauses from the solicitation, and to provide a clarification as detailed below: 1) Within Amendment # 2, bullet numbers 2 and 3 are revised as follows: Historical panel may start after 2002 but no later than 2005 Probability sample may be greater than or equal to 2% (but less than 50%) 2) At this time, the following COVID-19 related clauses are hereby removed from the solicitation and will not be included in any award resulting from this solicitation: 52.223-99 ENSURING ADEQUATE COVID-19 SAFETY PROTOCOLS FOR FEDERAL CONTRACTORS (OCT 2021) (DEVIATION) CONTRACTING VACCINATION PLAN (OCTOBER 2021) 3) Clarification - The changes in scope through Amendment # 2 resulted from decisions made by the Program Office and not in response to questions by interested offerors. Description: The Bureau of the Fiscal Service, on behalf of the Consumer Financial Protection Bureau (CFPB), is hereby requesting formal proposals for Consumer Credit Information Panel Services in accordance with the Performance Work Statement (PWS) (page 24 of the solicitation) and Attachment C – Pricing Sheet included in this solicitation. This is a Best Value Trade-off, unrestricted, Open Market solicitation utilizing NAICS 561450. The Government intends to issue a firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a Period of Performance spanning five (5) years. IDIQ pricing shall be included within contractor proposals via the Attachment – C Pricing Sheet. Additionally, the request for the first Task Order is included in this solicitation as Attachment D. Contractors shall submit pricing for the first Task Order within their proposal via Attachment E. Please follow instructions for submitting proposals and evaluation criteria located in the PWS and solicitation package. Furthermore, please include any Terms & Conditions and licensing documents the Government will be required to sign at the contract award with the submitted proposal. Include any discounts available within your quote to be submitted. Contractors shall disclose within their proposal if small business subcontracting opportunities exist. If subcontracting opportunities for this requirement exist, contractors shall submit their small business subcontracting plan within their proposal. See Volume IIC: Small Business Participation on page 64 of the solicitation for complete details.
