This Special Notice is a Notice of Award to UFI Sanitation Services for vault toilet pumping at the Tiber Recreation areas. The Bureau of Reclamation has determined not to compete this contract, pursuant to the Federal Acquisition Regulation (FAR) 6.302-2 - Unusual and compelling urgency. Vault Toilet Pumping after a high use recreation year leading to potential health concerns in vault toilets. Service needs to be performed before freezing occurs. Market research was conducted but in doing so it was determined that only one company could meet the needs for this requirement in such a short time to prevent a potential public safety hazard due to high restroom facility use. There is only one source in the area who can do this service this quickly within this time frame. The next closest vendor is 80 miles away from sites needing pumped and this makes it more difficult to be done in the short time span that we need. Vendor was chosen based on expedience of work being able to be completed. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. This procurement was conducted using Simplified Acquisition Procedures with only one source reasonably available to the reasons stated above. The government used FAR Part 6 to procure these services.
