The complete proposal shall be submitted by e-mail with the subject line "Proposal 19GE5022Q0003” on or before December 13, 2021, 15:00 CET to ReinmuellerNU@state.gov with a copy to FrankfurtRPSO@state.gov. No proposals will be accepted after the time indicated above. Please follow the Instructions to Offerors on page 6 of the solicitation. Proposals that are missing a significant amount of the required information may be determined to be non-responsive and eliminated from consideration at the Government's discretion. An active SAM registration is condition for contract award.
