The contractor will provide services to OGC that support its rulemaking initiatives. Over a 5-year period, the contractor will provide analytic and technical support services that HUD needs in order to transparently develop and implement its regulatory agenda. The contractor will review the comments for issues raised by the public commenters; organizing and categorizing of issues identified; and summarization and analysis of public comments related to the agency’s rulemaking activity. To ensure timely consideration of all comments, OGC requires the assistance of a contractor with expertise in public comment analysis. The contractor will provide a quantitative analysis by issues raised by public comments and a summary of public comments by issue.
