This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is RFQ #70FBR621Q00000041 and is issued as a Request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 561320, Temporary Help Services. The Federal Emergency Management Agency (FEMA) is considering the issuance of a single Firm-Fixed Price Purchase Order. The purpose of this purchase order is to contract a temporary workforce for a period of 30 days (12 hours per day/ 7 days per week) with potential for one (1) 30-Day Option period to work at FEMA Branch Offices and Responder Camps doing “point and click” temperature screenings in support of DR-4611-LA, Hurricane Ida. The anticipated start date is Friday, September 24, 2021. FEMA’s intent is to set aside this requirement for businesses located in Louisiana in accordance with FAR subpart 26.2—Disaster or Emergency Assistance Activities. This subpart provides a preference for local organizations, firms, and individuals when contracting for major disaster or emergency assistance activities. Because this is a set-aside, your business must represent that it has its main operating office in the declared disaster area; and that office generated at least half of your gross revenues and employed at least half of your permanent employees. Offerors shall provide proof of compliance with FAR 52.226-3 Disaster or Emergency Area Representation.
