U.S. Customs Border Protection (CBP) AIR AND MARINE OPERATIONS ACADEMY (AMOA) intends to negotiate a Firm Fixed Price (FFP) contract on a sole source basis under authority of FAR 13.106-1(b)(1) with Aerial Machine & Tool Corp. doing business as (DBA) Capewell Aerial Systems, LLC, 4298 Jeb Stuart Hwy., Meadows of Dan, VA 24120 The flotation collars (and casing) provided by Capewell Aerial Systems, LLC are currently being used for AMOA's water dunker student training and are specifically designed for student trained water events. A large portion of the current stock of survival vests has endured wear and tear, primarily the velcro attachments on many that will no longer close around the inflatable bladders. This has the potential to create an unsafe training environment. As such, it is CBP's intent to simply replenish the stock of current flotation collars so that the training equipment will remain uniform and ensure consistent safety measures that the AMOA is currently utilizing for its water dunker training. While CBP recognizes industry knowledge of such gear, it is imperative that the student training regimen and required equipment remain unchanged at this time. Therefore, CBP requires the AMTC-R1075-TRN Flotation Collar, Training DHS CBP Molle, and AMTC-R1108-TRN Flotation Collar Casing, Training DHS, REV Basic to satisfy this requirement. The Government intends to solicit and negotiate directly with Capewell Aerial Systems, LLC. This notice of intent is not a request for a competitive proposal. If any interested party believes it can meet the above requirement, they may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to wymeatric.l.lyons@cbp.dhs.gov prior to the closing date of this notice. Verification of receipt of responses are the sole responsibility of the interested party. If no responsive statements are received by 04/29/2021 at 5:00 PM ET, an award will be made to Aerial Machine & Tool Corp. (DBA) Capewell Aerial Systems, LLC. The anticipated award date is 05/07/2021.
