The purpose of AMENDMENT ONE to Notice ID 20121157 is the following: 1. Dissolve total small business set-aside and reopen the solicitation on an unrestricted basis in an effort to promote additional competition. A revised applicable clauses and provisions document (Revision 1) is uploaded accordingly. 2. Extend quotation submission deadline until Friday, September 25, 2020 at 2:00PM ET. All other solicitation terms and conditions remain unchanged. _________________________________________________________________________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 20121157 and is issued as a Request for Quotation. The solicitation document and incorporated applicable provisions and clauses {Sol. Att. 2} are those in effect through Federal Acquisition Circular 2020-07. The associated NAICS code for this procurement is 334511 – (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a small business size standard of 1,250 Employees. This requirement is being solicited as a total-small business set-aside. All responsible small business sources may submit a quotation which shall be considered by the agency. The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP) Unattended Ground Sensor (UGS) Program has a requirement in accordance with the attached Statement of Work (SOW) {Sol. Att. 1} for the purchase and delivery of thirty (30) passive Wi-Fi survey devices brand name or equal to the SR Technologies Sharkbait. The deadline for receipt of quotations for this requirement is: Tuesday, September 22, 2020 at 2:00PM Eastern Time (ET). Quotes must clearly identify total quotation price, Contractor name and DUNS number. Quotation submissions must be submitted only by email to Contracting Officer Benjamin Dorgan at: benjamin.j.dorgan@cbp.dhs.gov. Subject line of the email should read: 20121157 Quotation Submission: USBP UGS Passive WiFi Survey Devices. Interested quoters must submit any questions concerning the solicitation at the earliest time possible to enable the Government to respond. Questions must be submitted directly to the quotation submission point of contact as indicated above. Questions not received by the question submission deadline of: Friday, September 18, 2020 at 2:00PM ET may not be considered. No phone calls please. Each Quoter must provide any relevant NON-PRICING responses (e.g. technical proposal, product specifications, representations and certifications, etc.) so that they are received no later than the closing date and time for this solicitation. A quoter must submit sufficient information for a technical evaluation to be made by the Government to determine if the quoter's quotation meets the minimum requirements of the SOW. The Contracting Officer is not responsible for acquiring any additional information. If description/technical data/specifications are not sufficient to make a technical acceptance decision, the quote may be determined technically unacceptable. Emailed submissions must be in separate attachments and clearly indicate what is being provided. The following criteria must be followed when submitting quotation attachments: No more than five (5) single-sided pages total for TECHNICAL AND MANAGEMENT APPROACH. No more than three (3) single-sided pages total for PAST PERFORMANCE. Due to restrictions on the size of email, ensure that all emails submitted are less than 35MB. If the quotation exceeds 35MB, please separate the submission into multiple emails and include in the subject line the solicitation number and # of # emails. Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation. Award Criteria: The Government will award a Purchase Order resulting from this solicitation to the responsible quoter with acceptable past performance whose quote conforming to the solicitation will be most advantageous to the Government and is the Lowest Priced Technically Acceptable (LPTA).
