This contract action is for the acquisition of service for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Beckman Coulter, Inc., 250 s. Kraemer Blvd., Brea California.,92821, for the acquisition of a Beckman Coulter Biomex FX and NX service contract. SN: A318400230, A57713,6KXVL35, 5012514, MJ13GLW, 379410AP0501150002, 5497. The Beckman Biomex FX and NX systems are needed to provide advance technology to perform high-throughput analyses that are critical to completing timely studies in the field of gene expression analysis, in the Molecular Genomics Core, at the NIEHS. Beckman Coulter’s Biomex FX and NX systems are utilized for many key processes within the Molecular Genomics Core Group, such as nucleic acid extractions, sequencing reaction assembly, and high throughput liquid handling. This service contract will serve to maintain current working status, on-site visits for repair when necessary and software upgrades as needed. This service contract will enable the Biomex FX and NX systems to operate at optimal levels to generate data comparable to what has been historically produced. This service contract carries a guarantee that any repair will be completed in 24-48 hours. Failure to purchase this service agreement will result in upgrades and required services not being performed on these instruments. Beckman Coulter, Inc., is the manufacturer and sole distributors for license selling, maintenance, and care of these instruments. This requirement is for 1 Base Year and 4 Option Years. The period of performance is as follow: Base Period: July 14, 2021-July 13, 2022 Option Period 1: July 14, 2022-July 13, 2023 Option Period 2: July 14, 2023-July 13, 2024 Option Period 3: July 14, 2025-July 13, 2025 Option Period 4: July 14, 2025-July 13, 2026 The applicable North American industry Classification System (NAICS) Code is 811219 and the business size standard is 20.5M. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Beckman Coulter, Inc. is the only known responsible source capable of providing the required service agreement and no other service will satisfy the agency's requirements. NIEHS will solicit and negotiate directly with Beckman Coulter, Inc., and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a capability statement which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
