NOI-RML-B-2050292 NAICS – 334614 This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Applikon Biotechnology to procure the following: 1 Lucullus Standard Annual Service License Z959001021 43 each 2 Lucullus Online Client Anuall Support License Z959001111 4 each 3 Lucullus Distribution Annual Support License Z959001121 5 each 4 Lucullus Database Annual Support Z959001141 1 each 5 Lucullus Non-Applikon Annual Support Z959011021 4 each 6 Upgrade firmware for EZ Control ZZ-Service 33 each The distribution license will be used to operate software to access an already procured Applikon Lucullus JALIMS system used to store historical data from bioreactors and analyzers. The control system will enhance the operational efficiencies in many ways by providing the means of identifying inflection points and other process incongruities influential when attempting to improve process development. Transfer to large scale processes will benefit from having access to these trends from the scale-down bioreactors. In addition to the above, varying levels of access will be provided, thus enhancing security. A network firewall will be implemented to limit traffic in and out of the Lucullus system. The software distribution license ensures that all personnel in our process development team will have adequate access to the LIMS system. These systems offer a unique system to fast track development and research. It is necessary for the ever-increasing amount of process data generated, to aid in more efficient data management and input. *The existing EZ controllers are manufactured and serviced exclusively by Applikon, and thus the firmware update for the software can only be provided by and serviced by Applikon. The EZ control firmware upgrade is required to make the connection between our bioreactor controllers and existing Lucullus Process Information Management Software stable. This will enhance the operational efficiencies so that we are able to implement additional functionality to our systems including automated feeding and process monitoring. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
