The National Eye Institute (NEI), National Institutes of Health (NIH), has a requirement for the development, statistical design, monitoring and coordination of vision clinical trials and epidemiology research. This requirement shall include: 1) protocol navigation; 2) development of manuals of procedure, study forms and procedures; 3) data collection, storage, management and maintenance; 4) study execution and logistics; 5) study monitoring and communications; 6) data analysis; 7) data reporting; 8) management and quality control; 9) reporting requirements/deliverables; and 10) preclinical testing. This requirement also includes other types of support. The Statement of Work is attached to the RFP herein. A Sources Sought Notice was posted on beta.SAM.gov on 10Dec2020. A Pre-solicitation Notice was posted on 01Apr2021. A five-year cost reimbursement type contract is anticipated with an award made on or about 01Nov2021. The anticipated period of performance is 01Nov2021 through 31Oct2022. The anticipated contract will comprise one (1), one-year base period and four (4), one-year option periods each of which may be exercised unilaterally by the Government for a potential total period of performance of 60 months (01Nov2021 through 31Oct2026). Questions will be accepted via email only through 3:00 PM EST, 24May2021.
