In support of the NIH mission, the contractor is requested to provide WAN optical services. This includes: Dark Fiber Connectivity to locations in and around the Washington DC Metropolitan, Baltimore Metropolitan, Frederick, Maryland areas and other sites throughout the United States of America as required in support of the NIH and Department of Health and Human Services operating divisions mission. The ability to provide colocation services for space leasing, connectivity services, and computing resources. A robust start-to-finish management system that ensures compliance to local and federal standards. Start-to-finish management includes, but is not limited to, new service requesting process, installation testing protocols, delivery documentation, hand-off protocols, planned and unplanned outages of the WAN, and a clear service termination policy. A billing process and cost structure allowing for 1) Monthly re-occurring costs for WAN optical services and remote hand-offs based on fixed price system; and 2) Installation services based on a fixed price system. The scope of work for the WAN optical services includes but is not limited to: Delivery of WAN optical services to include the installation and maintenance of optical services to support multiple off campus buildings in the Washington, DC and Baltimore, Maryland metropolitan areas and nation-wide sites; Program and project management, change management, communications, and community outreach; Technical support services for: Installation services based on a fixed price system; Planned outages of WAN optical services; Unplanned Outages of WAN optical services;
