The purpose of this announcement is to notify contractors of the upcoming release of the Request for Proposal (RFP) for subscription services for the National Library of Medicine (NLM). The purpose of this contract is to place approximately 7100 subscriptions for biomedical literature published worldwide. The publishers may be multi-national and may be commercial, governmental bodies and other non-commercial organizations. NLM subscriptions include print and electronic formats. Subscriptions may be for print-only (or other physical format, such as DVD), print bundled with electronic access, or electronic only. For print subscriptions, a consolidation service with shipping to NLM is required. Services related to acquiring and managing access to electronic resources/packages will also be required. An estimated solicitation issue date of late February 2020. The applicable NAICS code for this effort is 519120, Libraries and Archives with a size standard of $15.0M. This effort is NOT Total Small Business Set Aside and has been determined pursuant to FAR Part 15 Contracting by Negotiation. The services to be performed will include General Requirements; Subscription Services; and Consolidation Services. This effort will be a Firm Fixed Price (FFP) per unit contract with up to maximum quantities. The contract shall be for a base period of 12 months from date of award, with options for four (4) additional 12-month periods.
