This synopsis is issued in accordance with FAR Part 5. The purpose of this synopsis is to announce that the Biomedical Advanced Research and Development Authority (BARDA), within the Administration for Strategic Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS) intends to award a Firm Fixed Price sole source purchase order with Medimmune, LLC, located at One Medimmune Way, Gaithersburg, Maryland 20878-4028 for the procurement of storage and stability services to maintain BARDA’s supply of Live Attenuated Influenza Virus Master and Working Seed Lots. The Government intends to award on a sole source basis to MedImmune, LLC, per FAR 6.302?1 as no other source will satisfy agency requirements. MedImmune was awarded an indefinite-delivery, indefinite-quantity (ID/IQ) contract for the acquisition of Medical Countermeasures (MCMs) for Pandemic Influenza in 2016. Under that contract, task orders were issued to produce cGMP Influenza Vaccine Master and Working Seed Lots including storage and stability testing of the seed lots. Since the IDIQ award, MedImmune has been performing storage and stability testing of the Live Attenuated Master and Working Seed Lots. The seed lots are intended to be used for production of clinical trial material or commercial scale drug substance for pandemic preparedness. Storage and stability testing of the seed lots is required to ensure they remain within specification of the requirement. The NAICS code for this acquisition is 541714 - Research and Development in Biotechnology (except Nanobiotechnology), with a size standard of 1,000 employees. The Request for Quote (RFQ) is limited to Medimmune, LLC, however, all responsible sources may submit a capability statement, or quotation, which shall be considered by the Agency.
