Preventative Maintenance Agreement for the Laboratory Services Section of the Department of Transfusion Medicine in the NIH Clinical Center (CC) Product Service Code: J066 NAICS Code: 811210 Place of Performance: Bethesda, MD 20892 POTS: 24-001886 Description This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH) intends to award a firm fixed price contract to Bioplastics/Cyclertest Inc. of Durham, North Carolina to provide recalibration testing for two PCR instruments in April 2024 and October 2024 using the Driftcon system. (See attached Statement of Work). The Driftcon system is a precision temperature data acquisition instrument set in a thermal cycler block for the purpose of temperature calibration. Dynamic measurements are simultaneously captured from 15-16 precision sensors twice per second. The Driftcon system provided is calibrated by International Organization for Standardization (ISO) 17025 accredited Celsius labs in the Netherlands. Measurement results are presented in a detailed, auditor friendly ITS-90 traceable report showing accuracy, uniformity, ramping speed, overshoots, individual well information, a chart of the run, heated lid data on the 15-sensor version, as well as positive and negative control locations. The results are compared to market specifications from an international database allowing you to compare the performance of your cyclers to others of the same make and model. This service complies with CAP, ASHI, GLP, GMP, ISO, and other Quality Programs and will allow the laboratory to maintain its accreditation. The proposed vendor, Bioplastics/Cyclertest Inc. is the only source capable of meeting the government’s need in its entirety. Bioplastics/Cyclertest Inc. uses the Cyclertest Driftcon High Precision Temperature Measurement System specifically designed to perform temperature calibration of PCR thermocyclers. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
