This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract with one (1) twelve-month base year to Manage Incorporated, Seattle, Washington 98121 on a sole-source basis to renew the current Manage Incorporated maintenance and support services for the Blood Bank Control System (BBCS) Server for the NIH Blood Bank within the Clinical Center’s (CC) Department of Transfusion Medicine (DTM). BBCS version 7.0 is a comprehensive blood bank software application that aids in the management of donor and transfusion services. The software is designed to assist personnel in recruitment, blood collection services, inventory control, donor testing, shipping/receiving transfusion services, reference laboratory and quality assurance. Manage Inc. is a unique vendor that provides the types of services to the BBCS Servers. Service must be provided by the manufacturer of the equipment. The vendor is aware of the requirement for their proprietary equipment and what needs to be included for preventative maintenance. There is no other vendor that can provide the breadth and depth of knowledge of the unique instrumentation, software, and level of expertise required to maintain and support the BBCS Server. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
