The Centers for Disease Control and Prevention (CDC), Office of Acquisitions, intend to award a sole source purchase order in accordance with FAR Part 13.106-1(b)(1), to Emory University, 400 Dowman Drive, Atlanta GA, 30322. for a copyrighted algorithm study. Emory University’s Systems Lab within the Department of Computer Science is the only laboratory who can provide this service. Their research team has expertise in the field of clustering algorithm development with specific experience using mathematics and modeling that have been used for strain or clone determination in various infectious diseases, including malaria. This contract is a follow-on to collaborations between CDC Malaria Branch and Emory University’s Systems Lab research team in which Emory University’s Department of Mathematics & Computer Science developed and copyrighted STRAINRECON, a clustering algorithm, which analyzes data contained within a bioinformatics pipeline which is not publicly available. The purpose of this follow-on requirement is to refine and validate Emory University’s copyrighted STRAINRECON clustering algorithm using new data generated by CDC Malaria Branch. No other research group has access to the bioinformatics data pipeline to make the needed refinements. No request for quote will be issued based upon this notice of intent. This synopsis ends in 7 days in accordance with FAR 5.203 (a)(1). Any interested companies are welcome to submit their ability to provide the specified products via email to krz3@cdc.gov. Please include reference number (2020-43032) and respond by March 31, 2020 at 10 AM EST. Responses received will be considered for future procurements. A determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. The period of performance will be 12 months (May 2020 to April 2021) with an anticipated award in April (2020).
