The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Marshfield Clinic Research Institute for evaluation of medical records of patients with Lyme disease, identification of patterns, and analytic support of Lyme disease diagnoses identified in electronic health records to inform CDC efforts for active surveillance. The Marshfield Clinic Research Institute provided requested electronic health record data from a large health system in the upper-midwestern United States, an area with a high-incidence of Lyme disease, as per successful completion of contract 75D301202009851. Procurement of such electronic health record data from a large integrated healthcare system has provided immense knowledge regarding next steps needed to be able to reliably define Lyme disease in electronic health records systems at-large, but more refined work and acquisition of additional data on patients with possible Lyme disease diagnoses is needed that could not have been anticipated at the outset of the prior contract. While other large health systems exist in areas with a high incidence of Lyme disease, they would need to start from the beginning, and the cost of this contract is not suitable for the scope of work that such an effort would require. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 41 U.S.C.3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
