This Request for Proposal (RFP), W91CRB-20-R-5009, is to fulfill a Foreign Military Sales (FMS) requirement on behalf of the Security Assistance Management Directorate (SAMD) for the country of Lithuania. This requirement is for the procurement of software and training as defined under FMS Case Designator: QE-B-UCG, ARP# EX19079. Attached are the solicitation and Exhibit A. Offeror's proposal MUST include ALL required items in order to be considered. In addition, Exhibit A MUST be completed and returned when submitting proposal. See attached solicitation for details of items being procured. This solicitation will NOT be issued in paper. All interested parties are responsible for obtaining the solicitation documents through Beta SAM (https://www.beta.sam.gov/). Contractors must be registered in the System for Award Management (SAM) database to be considered for award of a Federal contract. Information regarding registration can be obtained from the SAM link at: https://www.sam.gov/portal/SAM. Any questions are to be submitted in writing to Anh Nguyen, Contract Specialist, via email to: anh.q.nguyen14.civ@mail.mil no later than 10:00 am ET on 14 AUG 2020. Questions submitted after this time will not be addressed. All offers are due no later than 10:00 am ET on 30 AUG 2020. An email confirmation must be received to be considered submitted. No other changes were made and the closing date remains the same. 08/12/2020: Amendment 0002 provides responses additional questions received prior to 14 AUG 2020 at 10:00 AM. In addition, Amendment 0002 incorporates FAR clauses 52.204-24 and 52.204-25 into solicitation W91CRB-20-R-5009. Please see attachment: B08 Amendment 0002_W91CRB-20-R-5009. No other changes were made and the closing date remains the same.
