INSTRUCTIONS TO OFFERORS Request for Quote (RFQ) W91364-20-Q-0044 1. ADMINISTRATIVE 1.1 This RFQ is a combined synopsis / solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.603 utilizing simplified procedures set forth at FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. 1.2 This solicitation will result in a firm-fixed price contract using NAICS code 321999. 1.3 This RFQ is issued as a 100% small business set-aside. 1.4 An offeror must be registered and active in the System for Award Management (SAM), www.SAM.gov, to receive the award. The offeror must not appear on the Excluded Parties List System (EPLS) and must be eligible to receive a contract award. 1.5 DELIVERY: Items on this solicitation are to be used for construction beginning 28 July 2020. The offeror MUST BE ABLE TO DELIVER ALL STONE between 10:00am 26 July - 12:00pm on 29 July 2020 to be considered for award. 1.6 This is not an “All or Nothing” RFQ. Quote the CLINS which you can provide. IE: If you are able to provide just CLINS 0001 & 0002, stone, please quote these accordingly on the SF 1449 CLINS above. 1.7 QUESTIONS. E-mail written questions requesting clarification of the RFQ to the Contracting Specialist, Amanda Britton, at Amanda.L.Britton4.civ@mail.mil. 1.8 QUOTE SUBMISSION: Quotes are to be submitted through electronic submissions via email ONLY to Amanda.L.Britton4.civ@mail.mil. 2. EVALUATION CRITERIA 2.1 OHARNG intends to evaluate quotes and make an award without discussions. An offeror may clarify certain aspects of their quote or resolve minor or clerical errors. OHARNG reserves the right to communicate with any offeror so as to better understand an offeror’s quote, validate interpretation and assumptions of the quote; or facilitate the evaluation process. Such communications shall not be used to cure proposal deficiencies, material omissions, materially alter technical or price elements, and/or otherwise revise the quote. 2.2 Quotes will be evaluated, and selection for award made, in accordance with (IAW) FAR 12.602 and FAR13.106. The Government will award to the responsible low offeror who can meet the delivery date of No Later Than 29 July 2020, 12:00pm.
