This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of small business firms for a potential small business category type set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATION IS AVAILABLE AT THIS TIME. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The purpose of this NOTICE is to gain knowledge of potential small business sources to include small business in the following categories: Small Business, Certified 8a, Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), for a Service Contract for the U.S. Army Corps of Engineers (USACE), San Francisco District. The capabilities will be evaluated solely for the purpose of determining the Set-Aside for the Small Business Community or to conduct as an Other Than Small Business Procurement. Other than small businesses may respond to this NOTICE in the event the market does not indicate SB interest, however, preference will be given to the SB categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non- personnel services necessary to perform servicing of dumpsters at Lake Sonoma in Geyserville, California. The Period of Performance is anticipated to be 1 Base Year and 4 Option Years. Anticipated solicitation issuance date is on or around January 2024. An official synopsis citing the solicitation number will be issued on Sam.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Requirements Overview The contractor shall provide the following dumpster services at Warm Springs Dam/ Lake Sonoma: Emptying of trash dumpsters and proper disposal of waste at landfill. Emptying of recycle dumpster and proper disposal of materials at recycling facility. Maintain cleanliness and appearance of dumpsters. The contractor shall empty all refuse or recycling dumpsters specified in the service schedule, regardless of the volume of materials in the container. Dumpster locations are as follows: 4-yard bins at Headquarters (HQ) and Warm Springs Recreation Area (WSRA), 3333 Skaggs Springs Road, Geyserville 4-yard bins at Liberty Glen Campground (LG) 13000 Rockpile Road, Geyserville 6-yard bins at Liberty Glen Campground (LG) and the Public Boat Ramp (PBR) Rockpile Road, Geyserville 6-yard bins at Yorty Creek Recreation Area 2900 Hot Springs Road, Cloverdale 4 yard recycle bins at Headquarters (HQ) 20-yard debris bins at Headquarters (HQ) 30-yard debris bins at Headquarters (HQ) Contractor shall remove all litter within a ten (10) foot radius of the bin. Contractor shall place, or replace, the dumpsters in the proper locations, and secure the lids. Contractor is responsible for maintaining dumpsters in good condition and appearance. Dumpsters shall be pressure washed at specified intervals or when offensive odors are noted. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE Please provide the following in your response. The submission is limited to no more than 5 pages. Offeror's name, address, point of contact, email address, and phone number. Offeror's interest in bidding on the solicitation when issued. CAGE code and UEI number. Offeror's type of small business and Business Size (small business, 8(a), HUBZone, veteran owned small business, woman owned small business, or SDVOSB). Offeror's Statement of capability (SOC) - include a statement demonstrating: The skills, equipment, and personnel required to perform the specified type of services are available, or can become available if the contract is awarded. Recent and relevant experience in providing dumpster service. The contractor should submit at least 2 examples from the last 5 years. All interested contractors should notify this office in writing via email by 1:00 PM Pacific Time on January 15, 2024. Firms responding to this sources sought notice, who fail to provide all the required information requested, will not be used to help by the government to make the acquisition decision, which is the intent of this sources sought announcement.
