Puerto Rico CBRNE Enhanced Response Force Package (CERFP) is tasked to develop and support regional training and exercise activities aimed at enhancing domestic contingency readiness. The PR CERFP ensures these functions are integrated and complementary where appropriate. In an effort to provide conditions wherein the participants are challenged with probable real-world situations, the PR CERFP uses role players and manikins to simulate the applicable conditions. In addition, the PRNG will validate the response and intervention of the National Guard Response Force (NGRF) during a civil disturbance incident and the process of commodity distribution in support to the Puerto Rico Emergency Management Bureau. The role players are required to support regional training and exercises to enhance domestic contingency preparedness exercises and evaluations of CBRN Enhanced Response Force Package (CERFP), Homeland Response Force (HRF) and other National Guard response capabilities. This event specifically addresses a combination of strategic planning and tactical operations within the civilian emergency management community. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice. Attached is a written solicitation with all the specifications and requirements of the equipment. This requirement is a request for quote (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect in the Federal Acquisition Circular 2021-5.
