This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and the written solicitation is attached. Solicitation Number W912HZ-22-R-0019 is being issued as a request for proposals (RFP) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2022-07. In accordance with FAR 52.212-2 - Evaluation -- Commercial Items, the Government will award one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The North American Industry Classification System (NAICS) code 334516 with a Small Business size standard of 1000 employees. The U. S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) Contracting Office, has a requirement for ERDC Environmental Laboratory, Environmental Processes Branch, requires a Feeder for an existing Process 11 extruder. This acquisition is restricted to a brand name only Thermo Fisher. The requirement is to obtain a feeder system that is compatible with an existing Process 11 extruder. The Feeder must be able to directly connect and be operated by the existing Process 11 instrumentation. FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Award shall be made to the responsible offeror whose proposal is determined to be lowest Price Technically Acceptable in accordance with Clause 52.212-2 Evaluation - Commercial Items. Technical data is required to verify technically acceptable. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with this offer. The Clause 52.212-4, Contract Terms and Condition - Commercial Items, applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Pursuant to FAR 52.204-7(b), System for Award Management, offerors must be registered in the System for Award Management (SAM) at the time an offer or quotation is submitted and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
