USACE Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for necessary heating ventilation and air conditioning (HVAC), preventative services as described in the schedule of HVAC Maintenance services for the U.S. Army Corps of Engineers leased space in Puerto Rico. The proposed project will be a Firm-Fixed-Price (FFP) IDIQ SATOC with a base of 12 months and 4 option years of 12 months each for HVAC Maintenance Services. The Jacksonville District anticipates the issuance of a Solicitation in May 2020. The result of this market research will contribute to determining the method of procurement. This is NOT a solicitation. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely the Small Business Community (Section 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned (WOSB) and Historically Underutilized (HUBZone) concerns). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Description of Services: The scope of work is as described in the Specification Guide for HVAC Maintenance Services for each Armed Forces Career Center. HVAC maintenance services include, but are not limited to, preventative maintenance, scheduled maintenance, repair and replacement of parts, and inspection of HVAC equipment and systems. The contractor shall accomplish these tasks within the time frame provided in the Specification Guide. The Contractor shall have the capability of servicing all brands of HVAC equipment and systems using their own certified personnel or certified subcontractors. All certifications shall be up-to-date. Certification shall be made available to the COR upon request. The Contractor’s test instruments shall have up-to-date and valid calibration documentation. The equipment shall have a label showing the date of calibration and the name of the company or personnel performing the calibration. Certification on calibration of equipment shall be made available to the COR upon request. The Contractor shall perform two scheduled HVAC inspections per year at six-month intervals to be determined at time of award. The inspection shall include a comprehensive inspection of the air handlers, air compressors, connections, and all parts and accessories that pertain to all HVAC equipment. The system shall be examined to ensure that all parts and components are performing in accordance with the manufacture’s product specifications The following items shall be inspected: Oil and lubricate bearings; inspect and adjust all belts, motors, and pulleys; check compressor operation and oil levels; check amperage and voltage; inspect electrical contractors and components; inspect and clean evaporator and condenser coils; clean drains and add bacteria control; visually inspect all parts, lines, and components for refrigeration leaks; check heating equipment; check all wiring; check for proper operating temperatures; check refrigerant temperatures, check refrigerant level, add as needed; inspect control valves and sensors, check that dampers are not obstructed and move freely; inspect and calibrate thermostat; inspect filter rack for integrity. The attached HVAC checklist provides further information. Replacement air filters shall be equivalent to existing and replaced once per quarter. Medium to high efficiency Minimum Efficiency Reporting Value (MERV 9 - 11) filtering systems shall be used. Low capacity systems may use lower efficient filters (MERV 6 - 8) if it cannot be retrofitted for the more efficient filters. Filters shall be installed to minimize air bypass around the filters and maintained per the manufacturer's recommendations. (MERV - A number that reflects the filter efficiency based on the testing procedure defined in American Society of Heating, Refrigerating & Air Conditioning Engineers (ASHRAE) Standard 52.2-1999.) 1. Firm’s interest in bidding on any future solicitation as a Firm-Fixed-Price (FFP) IDIQ SATOC with one(1) base year of twelve (12) months and four (4) option years 3. Firm’s capability to perform a contract (include firm’s capability to execute comparable work performed within the past (10) years). Firms should provide at least 2 examples which include, at a minimum, the following information: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project). 4. Firm’s socioeconomic category – Small Business, 8(a) participants, service-disabled veteran-owned small business concerns (SDVOSB), women-owned small business (WOSB), or HUBzone small business concerns. If your firm is a Small Business, be sure you understand the performance of work requirements for your specific socioeconomic category (i.e. SB, 8(a), SDVOSB, WOSB, or HUBZone).
