There is no commitment by the Government to issue a solicitation, make awards, or pay for respondent's expenditures made in response to this notice. Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned. Any solicitation issued as a result of this notice will be in a separate announcement. The purpose of this notice is to survey interest and obtain capability statements from industry. The U.S. Army Corps of Engineers (USACE), Baltimore District is considering a requirement for construction at the Raystown Lake Project for a large scale hydraulic mechanical gate and bulkhead replacement work, complicated crane rigging within a confined tower, concrete demolition and repair at multiple locations with restricted access and challenging placements, including vertical surfaces, sloped slabs, and slippery/wet areas. The acquisition strategy being considered is a Request for Proposal using Federal Acquisition Regulation (FAR) 15 and the Tradeoff source selection process. The anticipated magnitude of construction is between $10,000,000.00 and $25,000,000.00. The small business size standard is $45,500,000.00 for this NAICS. The jobsite is located at the Raystown Lake Dam on the Raystown branch of the Juniata River in Huntingdon County, Pennsylvania. Raystown Dam is located approximately 5 miles south of Huntingdon, PA, and provides flood damage reduction and recreation activities (Raystown Lake) for the surrounding areas. The Raystown Branch of the Juniata River begins along the Allegheny Front in Somerset County and flows 123 miles to the confluence with the Juniata River in Huntingdon, PA. The Juniata River flows 104 miles from west to east where it discharges to the Susquehanna River in Newport, PA. The dam access road (State Route 3045) connects with state route 3043 and then route 22 just south of the Juniata River. Original construction of the Raystown Dam began in the mid-1960s and was operationally completed in 1973. It is owned, operated, and maintained by the U.S. Army Corps of Engineers (USACE), Baltimore District. Primary features of the dam include an earthen embankment; a gated controlled spillway with concrete weir; and a gated tunnel outlet consisting of a control tower and concrete lined tunnel through bedrock. The gated spillway consists of a concrete spillway structure with two tainter gates and a central lower volume warm water outlet gate. PROJECT DESCRIPTION This requirement consists of replacement of the warm water slide gate system within the primary spillway structure of the dam, two bulkheads 170 ft. below the lake water surface, and four tunnel outlet gates within the tunnel outlet structure. Work also entails full reconstruction of joints and concrete repairs within the spillway. The warm water slide gate system operates 40 to 60 times per year, depending on the amount of precipitation and powerhouse operation. It is the primary outlet for regulating reservoir level (aside from the powerhouse activities) and regulates downstream water temperature for fish and wildlife management. A single, hydraulically operated, vertical lift gate, controls the amount of flow by changing the gate’s vertical position. This gate is to be replaced. The tunnel gates system consists of 4 hydraulically operated, vertical lift gates that partially regulate the reservoir level. The tunnel gates are located at the base of the tunnel control (intake) tower, which is adjacent to the Raystown Dam primary spillway. The existing tunnel gates system (including hydraulic hoist system, mechanical linkages, controls, lighting, and the HSS gates) is original to the construction of the dam, is at the end of its expected design life, and will undergo full replacement. Flow into the tunnel is currently blocked by two, temporary bulkheads at the upstream end of the tunnel. These bulkheads have been redesigned and will undergo full replacement. Joints within the chute slab of the primary concrete spillway require reconstruction to meet modern criteria. Work entails hydro-demolition of concrete along the joints, placement of waterstops and dowels, placement of shrinkage-compensating concrete, and final sealing of joints. The construction duration is estimated to be 1,095 calendar days. CAPABILITIES STATEMENT Vendors interested in the potential procurement shall submit a brief capabilities statement no longer than ten pages. The capabilities statement shall include the following. 1. Company name, address, point of contact, phone number, e-mail address, CAGE code, and UEI number. 2. Business size in relation to the NAICS, including small business socioeconomic status as applicable (e.g. woman-owned small business, service-disabled veteran-owned small business, etc.). 3. A narrative and completed Experience Worksheet of construction projects performed within the past ten years with experience in the following areas. Describe work performed as a prime or subcontractor, and the capability to meet any areas with no past experience. a. Experience with fabrication and installation of hydraulic steel structures with fracture critical members in accordance with AWS D1.5. (Structural) b. Shop and field welding in order to strengthen hydraulic steel and structures and general steel fabrication with fracture critical members in accordance with American Welding Society (AWS) D1.5. Steel fabricators should possess an American Institute for Steel Construction (AISC) certification in one of the following categories: Major Steel Bridge (CBR), Certified Bridge Fabricator – Intermediate (IBR), Certified Bridge Fabricator – Advanced (ABR) or Certified Hydraulic Fabricator (HYD) along with a fracture critical endorsement. (Structural) c. Experience with replacing gates and bulkheads on flood control structures. (Structural) d. Experience of preparing surfaces with abrasive blasting to a Surface Preparation-5, White Metal Blast Cleaning condition, and painting of hydraulic steel structures with vinyl coatings. (Structural) e. Large-scale precision field machining, to tolerances of 15 mil or lesser, over a length of at least ten feet. (Mechanical) f. Experience installing or modifying hydraulic power units. (Mechanical) g. Experience installing or modifying associated gate control and monitoring systems. (Electrical) h. Successful experience of performing work below water surfaces of up to 200 feet. This includes utilizing dive gear to inspect, repair, remove, or install equipment and structures. (Structural) i. Experience using Hydro demolition per ICRI Guideline 03737 & ACI 546R. j. Experience using specialty concrete materials to perform repairs in challenging placement conditions with difficult access (pumping, work on slippery/sloping surfaces). Experience with joint reconstruction, particularly on hydraulic structures. Experience with placement of critical PVC waterstops to include factory and field welding of splices. 4. Describe any large or small business subcontracting possibilities. 5. If any, feedback on the acquisition strategy and if another strategy should be considered (such as Invitation for Bid or Request For Proposal using the Lowest Price Technically Acceptable source selection process).
