The 413th Contracting Support Brigade, Regional Contracting Office - Hawaii is issuing this notice of intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), with Microsoft Corporation SITZ IN REDMOND CO. This requirement is for the contractor to provide a Microsoft Customer Success Account Manager (CSAM) and Customer Engineer (CE) on-site to assist USARPAC G6 in planning, initiation, and execution of operational goals and strategies as it pertains the USARPAC Mission Network Support and Platforms Infrastructure for operations on the Non-secure Internet Protocol Router Network (NIPR), and Secret Internet Protocol Router Network (SIPR) and Mission Networks for Unified Communications. Microsoft (MS) have exclusive licensing rights and no other supply or service will satisfy agency requirements. Microsoft is the only source capable of providing the required services. MS Services are provided through other resellers, such as the contractors listed on General Services Administration (GSA). However these resellers act as a pass through and subcontract the work to Microsoft. The MS Services are necessary to meet the Government's needs. Microsoft retains proprietary access to their Intellectual Property which includes Microsoft's Operating System software code, source codes, tools, processes and knowledge that are necessary to perform MS Services. This access is only available to Microsoft employees. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR 6.302-1 allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 11/30/2021. The North American Industry Classification System (NAICS) for this requirement is 541512 Computer Systems Design Services. The Small Business Administration size standard for this sector is $30 million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
