JOHN DAY DAM TURBINE PIT SUMP PUMP RELIABILITY Solicitation Number: W9127N23Q0001 Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Portland Classification Code: 4320 – Power and Hand Pumps NAICS Code: 112511 Measuring, Dispensing, and Other Pumping Equipment Manufacturing Size Standard: 750 employees Notice Type: Presolicitation Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 “Synopses of Proposed Contract Actions.” The U.S. Army Corps of Engineers, Portland District intends to solicit firms that are interested in submitting a competitive, firm-fixed price proposal for the supply and delivery of turbine pit sump pumps for the John Day Dam. Description: John Day Dam is located on the Columbia River east of Portland about 110 miles. The turbine pit sump pumps function to remove water in the turbine pit sump. Existing pumps have safety and reliability issues that require replacing existing pumps as well as installing permanent backup pumps. A brief overview of requirement includes but is not limited to: Provide new electrically powered normal Turbine Pit Sump Pump #1 and Pump #2 for each turbine pit for a total of 33 Pumps. Pump Brand Name shall be Franklin. Provide new air powered emergency Turbine Pit Sump Pumps for each turbine pit for a total of 18 pumps. Provide new motor controller enclosures in turbine pit with motor starter, control transformers, overloads, and terminal blocks for a total of 32 enclosures. Provide new pump controller enclosures with terminal blocks, and relays for a total of 16 enclosures. Provide water level sensors/probes. Provide new air and water piping for each turbine pit. Provide new power and control conductors for each turbine pit. Provide new 480V power receptacles for each turbine pit. Provide spare parts Acquisition Strategy: The solicitation will be a request for quote (RFQ). Evaluation criteria will be stated in the RFQ. This action will result in a single, firm-fixed price Purchase Order (PO) consisting of a delivery schedule. This is a supply contract to purchase replacement components to be delivered to John Day Dam. Set Aside: This RFQ will be a Total Small Business Set-Aside solicitation. Paper copies of the solicitation will not be available. The solicitation is anticipated to be posted on the website at https://sam.gov/ on, or around, 15 October 2022. Registration: Any prospective offeror must first register in the System for Award Management (SAM) at https://sam.gov/. After completing the SAM registration, interested contractors and their subcontractors must then register at the aforementioned website in order to obtain solicitation documents, plans and or specifications for this solicitation.
