The purpose of this agreement is to provide catering services on an as-needed basis to support the North Carolina Army National Guard at various locations across North Carolina and training sites near Fort Pickett, VA. The vendor shall provide accommodations when requested by the Contracting Officer via issuance of a BPA call. Essentially, the goal is to have a third-party vendor act as a liaison between the government and COR approved restaurants/feeding establishments to coordinate feeding and payments. These services will be required to support monthly drill events and potentially annual training exercises. Written Quotes: The offeror shall provide an electronic copy containing all required sections of the written Quote in the formats provided by Microsoft Office 2007 or later. Any offeror that does not comply with the following instructions or does not submit a required component of this RFQ within the allotted period shall not be considered for award. Solicitation Considerations: North Carolina Army National Guard anticipates issuing 2-4 multiple awards, as 5-year term BPAs (Blanket Purchase Agreements) for catering services/meal chits. BPA Calls will be issued for the entire meal cost as a Firm Fixed Price (FFP); all third-party vendor (prime vendor) fees are to be included in the standardized price list, with total meal rates not to exceed annual BDFA (Basic Daily Feeding Allowance) rates provided by the National Guard Bureau, similar to the GSA Per Diem rates. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: - Technical Capability of the item offered to meet the Government requirement. - Pricing for all Contract Line-Item Numbers (CLINs) to mirror the unit of issue and quantity on the CLIN schedule. QUOTES: Quotations must be submitted in English, via email to jessica.l.george10.civ@army.mil and marked as “RFQ # W9124224Q0101”, no later than 1400hrs local time, on May 13, 2024. Contractors are highly recommended to submit the following. Failure to submit documentation may result in negative evaluation. All Quotes must be valid for 60 days from the closing date for this solicitation. No exceptions or qualifications. Technical proposal addressing: Proposed Plan of Execution to include at minimum: 1. Proposed meal coordination plan 2. List of any existing subcontractor relationships in the North Carolina and Fort Pickett VA areas 3. List of Points of Contact (POCs) at contractor operation, along with the roles they will serve, and how they will stay in contact with the NCARNG COR 4. Plan for timely invoicing and subcontractor payment 5. Discussion of familiarity with Wide Area Workflow invoicing 6. Ability to cater to late BPA Call Modifications adjusting quantities/meals 7. Plan to introduce new QUALIFIED subcontractor relationships if any of the current subcontractors fail to pass re-inspection or otherwise fail to meet standards. 8. Quality control plan during meal service to ensure PWS requirements are being met on a consistent basis. The North Carolina Army National Guard anticipates awarding multiple award BPAs (Blanket Purchase Agreement) for catered meal services. The intent is to have a BPA holder act as a liaison between the Government and the approved feeding establishments. BPA holders will coordinate feeding with, and make payments to, the establishments. They will ensure soldiers across approximately 150 armory locations are fed and subcontractors receive payment in a timely manner. The BPA holder is able to request establishments be added to the list, but the Government must inspect and approve. Each BPA holder will be primarily responsible for the armories located in their region, but may be asked to handle back-up BPA calls from other regions if needed. These services will be required to support monthly inactive duty training events and annual training exercises. BPA Calls will be issued for the entire meal cost as a FFP; all prime vendor fees are to be included in the standardized price list, with total meal rates NTE the annual BDFA (basic daily feeding allowance) rates provided by National Guard Bureau. This rate is treated similar to the GSA Per Diem rates. The Government is guaging interest and requesting feedback on this future requirement. The majority of BPA calls will consist of Soldiers going to the restaurant to eat with a pre-approved set of meal options or max rate. Far less common are catered events at the Soldiers' location. The BPA holder may need to demonstrate the ability to pay vendors upfront while waiting for the Government to process payments after feeding events.
