Project Description: This is a Design-Bid-Build construction requirement to upgrade the Access Control Point (ACP) gate 1 for Military Ocean Terminal Concord (MOTCO). Construction work includes a Visitor Control Center (VCC), Gate House, Overwatch Booths, Guard Booths, vehicle and truck inspection canopies, roadways, parking, lighting, traffic control signals, passive and active vehicle barriers with comprehensive control systems, electronic security systems, information systems, Intrusion Detection System (IDS) installation, Uninterrupted Power Supply (UPS), Backup Generator, and Energy Monitoring Control Systems (EMCS) connections. Additionally, work also includes a mail freight facility with a loading dock and arms storage building relocation. Furthermore, there is supporting work that will consist of site development, demolition of existing utilities/power poles/buildings, new utilities and connections, telecommunications and power duct bank, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping, and signage. In accordance with DFARS 236.204(i) the estimated magnitude of construction is expected to be between $10,000.00 and $25,000.00. This prospective contract action will be conducted using NAICS Code is 236220 (Commercial & Institutional Building Construction). The size standard $39.5 million. Product Service Code is Y1JZ (Construction of Miscellaneous Buildings). The solicitation will proceed as unrestricted and is estimated to be issued on or about 28 October 2020 with proposals due tentatively on 3 December 2020. The RFP will be issued on the Government Point of Entry known as beta.sam.gov and will establish a firm proposal due date/time. If applicable, the site visit date, time and location will be identified in the solicitation.
