SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY – This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. This is NOT a Request for Proposal (RFP), or Information for Bid (IFB). This is a SOURCES SOUGHT notice to determine the capabilities of both small AND large business firms. Small firms interested in performing this work are strongly urged to respond to this notice. Two or more small firms capable of performing this work will help to guide the acquisition strategy and influence potential set-aside. This notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach. No solicitation or technical scope of services is available at this time. The Government will use the responses to this SOURCES SOUGHT notice to make acquisition decisions. Businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice. This Sources Sought announcement is for planning and market research purpose only. The results of the market research will contribute to determining the method of procurement. The estimated magnitude of construction is between $1,000,000 and $5,000,000 PROJECT DESCRIPTION: USACE Detroit District dredging operations requires the use of Confined Disposal Facilities (CDF) for storage of dredged material. Saginaw Bay CDF is regularly used for dredged material storage, and contractors utilize a trestle and offloading platform to access the CDF during operations. The current trestle and offload platform are unserviceable and a safety hazard; therefore, the existing structure shall be demolished. This design is for a replacement structure, which is intended for future dredge material offloading operations. The Saginaw River Confined Disposal Facility (CDF) is in Saginaw Bay, Lake Huron, adjacent to the Federal Navigation Project, about two miles from the mouth of the Saginaw River. The diked area encompasses Channel and Shelter Islands which were previously formed from maintenance dredging and deepening material which was removed from the adjoining Federal Navigation Project. Trestle G and the associated Offload platform are located on the West side of the CDF. There is a need to have proven experience with placing H-Piles from a barge, in wet conditions with accurate precision. Please use the attached Survey for your responses.
