This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (2) The solicitation number is W911QY-22-Q-0001 and is being issued as a request for quotation (RFQ). (3) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. (4) This solicitation is a 100% small business set-aside. The associated NAICS code is 424690 and the small business size standard is 500 employees. (5) A list of line item number(s) and items, quantities, and units of measure (including option(s), if applicable) is as follows: CLIN 0001 - ROAD SALT, QTY - 200, U/I - TONS (6) Description of requirements for the items to be acquired. Sodium Chloride (rock salt) with non-hardening agents Anti-Cake: Salt shall be loose, free flowing and should not clump or cake: In order to retard caking while in storage, all bulk salt shall be uniformly treated with an approved anti-caking material. Sodium Chloride (road salt) shall comply with AASHTO-M 143 Type 1 or ASTM D632 latest revision. (7) Date(s) and place(s) of delivery and acceptance and FOB point. Delivery shall be FOB Destination 30 days after receipt of award. Delivery location is: Natick Soldier Systems Center General Greene Avenue Natick, MA 01760 The Government Point of Contact for delivery is Michael Franciose, 508-206-4122. Delivery: Salt must be completely covered by a water proof tarpaulin or other impervious membrane. Any truck attempting to deliver salt that is without an impervious cover or such a cover that doesn’t fully cover and protect the salt from moisture shall result in rejection of the shipment. Salt being delivered must be dry without snow/ice and free of foreign debris. Evidence of free flowing water/brine shall be cause for rejection. (8) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (9) The provision at 52.212-2, Evaluation-Commercial Items, will not be used. The evaluation of quotes will be performed using the Lowest Price Technically Acceptable method, in which the Offeror that provides the lowest price that can meet the aforementioned requirements in sections 5, 6 and 7 will be selected. (10) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
