Description: The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on Army Resource Laboratory (ARL) currently owns ancillary micro analytical instrumentations manufactured by EDAX, LLC on Government-owned electron microscopes. These instrumentations require periodic routine maintenance in order to be operational and to meet the original specifications as determined by the manufacturer and approved by ARL. Operations below the specified performance level do not allow ARL to meet mission and customer research goals. Therefore, it is imperative these instruments receive routine repairs, preventive maintenance, and updates as necessary to maintain complete functionality and operability. There are no companies that are capable of providing the requested service on the EDAX instrumentation because of the highly specialized nature of the equipment and proprietary and patented nature of many of the hardware components. The Government intends to solicit and negotiate with EDAX, LLC, 91 McKee Drive, Mahwah, NJ 07430-2105 for the purchase of Preventative Maintenance Services for the five (5) government owned instrumentations. This purchase will include a period of performance of one (1) base period and four (4) option periods. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
