MARKET SURVEY REQUEST: THIS IS A REQUEST FOR INFORMATION ONLY for market research and planning purposes only, as defined in FAR 15.201(e). This is not a solicitation or request for competitive proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of this Notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted, and the Government will not reimburse respondents for preparation of the response. Response to this Notice is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. BACKGROUND: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) is the Department of Defense’s (DoD) lead laboratory for medical biological defense research. USAMRIID’s core mission is to protect the warfighter from biological threats; USAMRIID also investigates disease outbreaks and threat to the public health. The research conducted at USAMRIID leads to medical solutions—therapeutics, vaccines, diagnostics, and information that benefit both the military personnel and civilians. USAMRIID has a mission to provide leading edge medical capabilities to deter and defend against current and emerging biological threat agents. REQUIREMENT: The USAMRIID Veterinary Medicine Division (VMD) requires the procurement of a Non-Human Primate (NHP) Training Simulator, which may be referenced as a NHP Trainer, NHP skills Trainer, or NHP Simulator, which will provide a comprehensive, timely solution to improve upon the VMD training program and ensure that federal regulatory requirements are maintained. The enterprise solution must support a variety of end users to include veterinarians, veterinary technicians, caretakers, PIs, and research staff. The NHP Training Simulator acquisition directly supports not only laboratory animal regulatory requirements, but also continued growth and development of the animal care technicians’ skillsets and supports the Army’s Laboratory Animal Medicine Residency Program. Technical requirements: The Contractor shall provide a NHP Training Simulator with the following technical requirements: 1. A 4-10k full body model with state of the art skills trainer designed to replicate Macaca Fasicularis animal with training sights designed to replicate look, feel and function of medical procedures performed. 2. A system with an anatomically accurate airway. The system must permit realistic endotracheal intubation with a 4mm endotracheal tube. 3. A system with a durable, washable, replaceable coat. The system shall be designed in a way that allows USAMRIID to replace the fur, wash, and clean external elements, and durable enough to withstand repeated use in training under industry average conditions for a minimum of three (3) years. Functional requirements: The Contractor shall provide a NHP Training Simulator with the following functional requirements: 1. The system must allow phlebotomy training (femoral/saphenous/cephalic) to include incorporation of a “flash” cue. 2. The system must allow intravenous catheter placement (cephalic) to include incorporation of a “flash” cue. 3. The system must allow for intubation with chest rise and fall. This will allow users the ability to train on intubation procedures to include bag valve ventilation. The chest must rise and fall with accurate placement (stomach rise and fall if incorrectly placed in esophagus). 4. The system should permit advanced artificial ventilation training to include use of a ventilator. 5. The system should allow for cerebrospinal fluid (CSF) collection. The system must include anatomically correct landmarks. It should have the ability to perform lumbar (L4-5, L5-6) and cisterna magna puncture (placement confirmed by positive response) with reusable puncture inserts, followed by subsequent CSF collection training. NHP SIMULATOR TRAINING: The Contractor shall provide on-site training on the NHP Training Simulator use and sustainment. The training dates and times will be agreed upon both the Government and the Contractor after the NHP Simulator has been provided and reviewed by USAMRIID’s Property Book Office and Clinical Engineering. NHP training SIMULATOR consumables AND OPERATING MANUAL: The Contractor shall supply a basic set of consumables used during normal operation of the NHP Training Simulator upon initial delivery. 1. The Contractor shall provide an Operating Manual to allow a user to operate the system in the absence of the Contractor. The Operating Manual shall include the following: 2. Comprehensive instructions for unpacking, setup, calibration (if required), power up, operating instructions (covering all features), power down, storage, maintenance, troubleshooting of the system and system part numbers. 3. The Operating Manual shall also outline safety guidelines for operating the system, quick start guide, and service instructions (covering all services to maintain the system in the field). SUBMITTALS: Summaries of the services as listed above shall be no more than Ten (10) pages in length (1 side of 1 sheet of paper counts as a “Page”), and shall describe service capabilities in each of these areas. Interested Parties shall provide their business size status based upon NAICS code 541714, Research and Development in Biotechnology (except Nano-Biotechnology), with a Small Business Size Standard of 1,000 Employees, and their CAGE code as registered at beta.sam.gov. Interested Parties may include item brochure information with the summary package by the Government's requested date of submittal of 13 May 2021.
