The Regional Health Contracting Office – Pacific, in support of Tripler Army Medical Center (TAMC), Hawaii, intends to make a sole source award to Bunnell, Incorporated for the purchase of LifePulse High-Frequency Jet Ventilators (HFJV) and WhisperJet Patient Box. These supplies are the only ones that can meet the Government’s need. Bunnell, Incorporated is the sole provider of the LifePulse HFJV for premature infants with acute respiratory failure which is an often fatal complication of preterm birth. The authority permitting this award without providing full and open competition is cited in FAR 13.106-1(b)(1)(i) which authorizes the government to award contracts when there is only one source available (e.g. urgency, exclusive licensing agreement, brand name or industrial mobilization).
