The Regional Health Contracting Office - Pacific, in support of Tripler Army Medical Center (TAMC), Hawaii, intends to make a sole source award to Terumo for the purchase of Quantum Disposables for the Quantum Cell Expansion System at the Department of Clinical Investigation for TAMC, Hawaii. The Quantum Cell Expansion System is owned by the Government. Therefore, these supplies are the only ones that are compatible and can meet the Government's current need. Terumo is the sole provider of these Quantum Disposables. The authority permitting this award without providing full and open competition is cited in FAR 13.106-1 (b)(1)(i) which authorizes the government to award contracts when there is only one source reasonably available (e.g. urgency, exclusive licensing agreement, brand name or industrial mobilization).
