This Solicitation, W52P1J-19-R-0075, is posted under Full and Open Competition, for the procurement of Trinitrotoluene (TNT) in flake form in accordance with MIL-DTL-248D, using a Lowest Price Technically Acceptable evaluation approach in accordance with Federal Acquisition Regulation (FAR) 15.101-2. The applicable NAICS code is 325920, Explosives Manufacturing, with a size standard of 750 employees. The Government intends to award up to three Firm Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts. A total minimum guaranteed quantity of 3,000,000 pounds of TNT (to be split equally between all awardees); however, the Government reserves the right to award less than three awards. Each contract will consist of five Ordering Periods to award FY20-FY25 requirements. Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this RFP.
