(d) Comptroller General Examination of Record. The clause FAR 52.212-1 that is included in the solicitation, section (e) states: "Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately." Does this mean the only way to submit alternative line items than what's in the solicitation is by submitting multiple offers, one that matches the solicitation's line items and another that contains alternatives? Or are we allowed to propose line item alternatives to the solicitation in just one single submission? R1. You have a couple of options. You can submit multiple offers, one conforming to the existing line items and another with your proposed alternatives. Please keep in mind this is a Lowest Price Technically Acceptable (LPTA) solicitation, so pricing will be a key factor. Alternatively, if you prefer a single submission, you are welcome to include your proposed line item alternatives in addition to the information required by the solicitation. However, please ensure these alternatives are clearly documented as supplemental information, separate from your primary response to the core requirements. This will help ensure a clear evaluation.
