This is a pre-solicitation notice for a proposed sole source contract exceeding the Simplified Acquisition Threshold (SAT). The proposed solicitation issue date is on or about 12 December 2025, with a closing date of 11 February 2026. The planned procurement is to acquire Engineering Services (ES) in support of TOW Missile systems, a Major Weapon System, for the Improved Bradley Fighting Vehicle (IBFV), Tube Launched Optically Tracked Wireless (TOW) 2 Subsystem (T2SS). This procurement will be utilizing Defense Logistics Agency's (DLA) Alpha 6 contract as a subsumable contract. This acquisition is sole source to Raytheon Company, Cage Code 2F259. The anticipated effort is to procure non-commercial engineering and logistics services for refinement and maintenance of the IBFS T2SS and associated equipment including engineering, configuration management, Field Service Representative (FSR), logistics support, fielding, and contractor repairs. The requirement is for Fiscal Years 2027-2032 (FY27-32). A Cost-Plus-Fixed-Fee/Firm-Fixed Price contract is anticipated to be awarded by the Government. Use of Other than Full and Open Competition is authorized by 10 U.S.C 2304(c)(1) and FAR 6.302-1, as there is only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for services for which the Government intend to solicit and negotiate with only one responsible source under the authority of FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for additional competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after the date of publications of this synopsis will be considered by the Government. A determination by the Government not to further compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
