The US Army Contracting Command-New Jersey, on behalf of the Joint Program Executive Office for Armaments and Ammunition (JPEO A&A)) intends to solicit, negotiate, and award a new sole source Firm Fixed Price (FFP) Contract for Technology Advancement and Retention Center (TARC) Technology Development and Optimization to The New Jersey Institute of Technology. The Justification & Approval (J&A) cites unacceptable delays to the Government. Authority for this procurement comes under 10 U.S.C. 2304(c)(1); as implemented by FAR 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.
