The Weapons & Software Engineering Center, Advanced Armaments Division, Directed Energy and Non-Lethal Branch of the Development Command Armament Center (DEVCOM AC) is issuing this sources sought notice as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide an Electronic Vehicle Stopping System. The US Army is looking for a system than can address Vehicle Stopping capability gaps to stop, delay, deter and deny access to vehicles regardless of size without harming occupants. Current known technologies employ counter electronic techniques to obtain the desired effect. A contact or long range system would be acceptable provided the desired standoff could be maintained. The threats to be addressed are primarily personally owned and commercial vehicles. The ability to impart the desired effect on tactical vehicles, vessels, or UAVs or use for convoy operations would be desired but not required. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The US Army Development Command Armaments Center is seeking potential sources for intermediate force electronic vehicle stopping technologies that can deny vehicle access without causing permanent damage to the vehicle or adversely affecting occupants. The solution shall provide a capability that enables Force Protection (FP) and enhances the security of personnel and materiel by allowing alternatives to lethal force. The desired system will provide Soldiers with the means to enhance tactical area security and critical facilities security as well as security on major supply routes. When used as a means of protection, the desired solution will enhance the capabilities of the force at guard posts, perimeters, access control points, and command posts. The use of an Intermediate Force Vehicle Stopping System will enable US Forces to restrict access to threat vehicles, while minimizing injury to vehicle occupants’. The Vehicle stopping solution will be used on main supply routes, at check points, and along avenues of approach. A valid requirement currently exists and solutions may be acquired in an incremental approach based (in part) on survey results. Current known technologies use direct contact delivering an electric pulse or Radio Frequency (RF) Directed Energy (DE) to disable vehicle engines, thus providing a capability to stop, deter and deny suspect vehicles. The envisioned system will be an intermediate force vehicle stopping capability designed to bridge the gap between presence and lethal force without causing unnecessary destruction or loss of life and provide sufficient standoff to minimize risk to Users/Soldiers. REQUIRED CAPABILITIES The Government requires a system that can provide the desired nonlethal reversible vehicle deterrent effect with a range or standoff of 200 meters (Threshold), 300 meters (Objective). The capability shall be able to disable vehicles regardless of configuration, engine type, i.e. gasoline, diesel, hybrid or electric and size/weight (up to 30,000 pounds (Threshold), 60,000 pounds (Objective). The solution should be two-man portable (standalone system) or easily integrated into light vehicles, easily reparable/ sustainable with self-contained power and cooling requirements. Effects shall be non-lethal to occupants. Notional Requirements 1. Vehicle Stopping Effect, Primary: The system shall be able to employ a reversible effect to shut off the targeted vehicle’s engine once, with targeted vehicle traveling up to 5 mph, for 90% of POV and commercial vehicles with electronic engine controls (Threshold); and, when the targeted vehicle is traveling up to 30mph with engine shut down duration lasting for as long as the system is activated by the User up to a maximum of 3 minutes (Objective). 2. Vehicle Effect, Secondary: ability to increase effect resulting in a vehicle kill (permanent effect) for 90% of POV and commercial vehicles with engine electronics, (Objective only). 3. Effect Latency: The effect shall occur within 1 second of initial engagement, (Threshold), within 0.5 seconds or less (Objective). 4. Standoff/Range: The system shall enable operation at a distance of 200m (Threshold), 300m (Objective) from the targeted vehicle. 5. Portability: The system shall be capable of being transported on a Joint Light Tactical Vehicle or the M1102 High Mobility 1 ¼ ton trailer and by two soldiers using lifting equipment (Threshold), in a M1151A1 HMMWV occupying a space of no more than 32” X 28” X 12” for and by two soldiers no lifting equipment (Objective) 6. Air Transportation. The complete system shall be air transportable to and from all theaters via C-17 and C-130 aircraft. 7. Installation & Recovery: The system shall be configurable to and from the transportation and standby modes by three Soldiers within 15 minutes with lifting equipment assist (threshold), by two Soldiers within 5 minutes (Objective), 8. Occupant & Bystander Safety: The Vehicle stopping effect shall remain nonlethal to occupants and bystanders. RSI < .1 Threshold, .05 Objective. 9. Operator Safety: The system design must minimize safety hazards to operators, maintainers, handling, transportation and support personnel. 10. Life-Cycle Operation: The system shall be capable of nonuse storage, transportation, and handling, followed by operation in temperature ranges 0 to 110 degrees Fahrenheit with a shelf life of no less than 10 years (Threshold); in all climactic categories hot, basic and cold as defined in MIL-STD-810 with a shelf life of no less than 20 years (Objective). 11. Resistance: System shall be resistant to degradation from fluids common to the operating environment such as fuels, hydraulic oils, lubricating oils (internal combustion engine), antifreeze, insecticides, and solvents. The intent of this Sources Sought is to assess the state-of-the art of the technology available in electronic vehicle stopping products primarily electronic pulse direct contact and Radio Frequency (RF) Directed Energy products that could be applied to meet this requirement especially in the areas of Size, Weight, Power vs. range/standoff and cost. It will also be used to plan for a solution in terms of budget, schedule, training and support. If a system meets some but not all of the requirements, also provide a timeline for resolving any deficiencies and verifying compliance. The Government envisions a solution for the Intermediate Force Vehicle Stopping System that meets current initial notional requirements. A table is provided as an attachment. Provide an answer and supporting evidence/ explanation and or comments for each question in the attached table. This table will be used for capability assessment purposes and for ability to fulfill notional requirements. Responses should provide a brief description of the technology used including waveform generation (if applicable) and power supply, type of effect, and costs per system. Cost estimates should address system production ranges from 1-10 for initial testing and assessment, 11-100 for qualification purposes and 101-500 for potential production. The response also should address requirements and questions in the attached table. Non-Developmental Item. The Intermediate Force Electronic Vehicle Stopping System should be a non-developmental item to the maximum extent possible. Qualification. The Intermediate Force Electronic Vehicle Stopping System must be capable of being qualified and demonstrate compliance to the listed performance requirements per the attached table. This includes, but is not limited to compliance with (MiIL-STD-810) transportation, handling (on and off road) and environmental requirements for climactic conditions basic, hot, and cold. Proof of or plans for a life-cycle environmentally hardened design/system should be addressed in the response. Maintenance, Inspection and Repair. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily reparable for deployed units. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Controlled Unclassified Information. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009. The Product Service Code (PSC) is 5865 SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description.
