Under this solicitation, the resulting contract(s) will be Firm Fixed-Price with Annual Price Adjustments, Indefinite Quantity Contract(s) issued under FAR Part 15 with a 3-year base period and two 1-year option periods that may be exercised at the discretion of the Government. The total contract period will be five years, if the two options are exercised. Currently Section B will contain two (2) NSN Items managed by DLA Land and Maritime. The solicitation will be available on or about November 3, 2021, 2021 at http://dibbs.dscc.dla.mil/rfp. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, proposed delivery, past performance and surge and sustainment as described in the solicitation. All responsible sources may submit an offer/quote which shall be considered. Drawings/specifications will be available through BSM DIBBS. This proposed procurement includes a family group of items within the Federal Supply Class 1005. The proposed contract is set-aside for Service-Disabled Veteran Owned Small Business concerns. Offers from other than Service-Disabled Veteran Owned Small Business concerns will not be considered. Export includes disclosure of technical data to foreign persons and nationals whether located in the United States or abroad. This requirement applies equally to foreign national employees and U.S. companies and their foreign subsidiaries. DFARS 252.225-7048 is applicable to this data. The Defense Logistics Agency (DLA) limits distribution of export-control technical data to DLA contractors that have an approved US/Canada Joint Certification Program (JCP) certification, have completed the Introduction to Proper Handling of DOD Export-Controlled Technical Data Training and the DLA Export-Controlled Technical Data Questionnaire (both are available at the web address given below), and have been approved by the DLA controlling authority to access the export-controlled data.
