This notification is being published to incorporate a copy of the redacted Justification and Approval, resulting from executed modification P00007 to the referenced contract. The original Special Notice read as follows: "Professional Support Services for Defense Logistics Agency (DLA) Distribution Headquarters facility located in New Cumberland, PA. General Information Document Type: Special Notice (J&A) Solicitation Number: Ref. SP3300-17-R-0001 (IDIQ Contract SP3300-18-D-0001) Posted Date: March 24, 2017 NAICS Code: 541611 Set-Aside: 100% Small Business PSC: R499 Description DLA Distribution, New Cumberland, PA intends to extend services in accordance with (IAW) FAR clause 52.217-8, Option to Extend Services, through a modification to the existing DLA Distribution Indefinite Delivery Indefinite Quantity (IDIQ) contract number SP3300-18-D-0001. This IDIQ contract was established for a contractor to provide program management, data collection, analytical support, transition support, business case analysis support, process mapping and standardization model services, and Graphic Artist/Multimedia Design support, until the DLA Acquisition Operations office awards the follow-on contract. A follow-on contract is being recompeted at this time. In order to ensure continuity of services while the follow-on contract is awarded, a short-term extension of the current contract may be required. The extension will be in accordance with FAR 52.217-8, "Option to Extend Services" clause that is included in the contract. The modification would also increase the ceiling amount as the contract has been outpacing the anticipated spend rate. In accordance with FAR 6.302-1, DLA anticipates awarding a modification to existing DLA Distribution Contract SP3300-18-D-0001 on a sole source basis to Unity Technologies Corporation (UnityTec). The ordering period extension will be six (6) months beginning on December 1, 2020 through May 31, 2021. Orders will be issued during this time only if required. Pursuant to the exception under FAR 6.302-1(a)(2)(iii), only UnityTec is capable of providing the services at this time; award to any other source will result in unacceptable delays and would preclude DLA from reacting timely to requirements in support of DLA Distribution J3. This action could not have been overcome by advanced planning given the nature of this contract and the unexpected impact the COVID-19 pandemic has caused during the last months of the ordering period of the contract, which has affected the selection process for the follow-on contract. If the contract ceiling is not increased and the ordering period not extended to accommodate the known and anticipated requirements of this contract, as well as any unplanned requirements, DLA Distribution would not have a contract vehicle to receive necessary services within the scope of this contract to support DLA Logistics Operations (J3) and its mission. The modification to current contract SP3300-18-D-0001 will serve as a temporary solution to fulfill immediate mission requirements. The Justification and Approval (J&A) for this ceiling increase and the extension of the ordering period will be posted as part of this notice once executed.
