The Naval Oceanographic Office (NAVOCEANO) Contracts Department at Stennis Space Center, MS 39522, hereby formally announces the intent to award a firm-fixed price contract on a sole source basis (under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1) to Teledyne Webb Research, the only authorized reseller of MACOS batteries and payload bays within the Unites States. The Contractor will be required to provide parts for the MACOS glider. MACOS is the Maritime Acoustic Collection and Ocean Sampling (MACOS) glider system designed by US Navy’s Naval Information Warfare Center (NIWC). All electronic components and materials are proprietary and cannot be replaced with after-market parts or generic parts. Teledyne Webb is the only principle source for parts. The MACOS glider units are a highly complex system that contains specialized hardware and software. Only proprietary certified Teledyne Webb parts can safely be used to repair and maintain the MACOS systems. This proposed procurement will be sole sourced under North American Industry Classification System (NAICS) 332510 – Hardware Manufacturing; Business size standard is 750 employees. The Government intends to negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302-1(b)(1)(i) only one responsible source and no other supplies or services will satisfy any agency requirements; unique supplies or services available from only one source or only one supplier with unique capabilities. This notice of intent is not a request for competitive quotations. A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested parties may submit their interest and capability to meet the requirements by submitting a capability statement or exception to the intent to purchase on a sole source basis by 29 January 2021 at 1700 CST.
