The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a limited competition basis with Schenck USA Corp., the Original Equipment Manufacturer (OEM), and its authorized distributors for the Government’s requirement for one (1) model HM5UB balance machine with CAB 925 instrumentation as required by Fleet Readiness Center East, Marine Corps Air Station Cherry Point, NC. This requirement will support F-35 Rolls-Royce LiftSystem component repair. The HM5UB is the only machine that fully meets the criteria set forth by Rolls-Royce in balancing LiftFan assemblies. The HM5UB balance machine and related CAB 925 instrumentation were completely designed, developed, and manufactured at the sole expense of Schenck USA Corp. Therefore, Schenck USA Corp. maintains the rights to all pertinent technical data for this machine. Due to the proprietary data and design of the balance machine, the use of any contractors other than Schenck USA Corp. or its authorized distributors would cause an extreme risk for system failure. Therefore, only Schenck USA Corp., or an authorized distributor, is capable of providing the balance machine. Any other contractor would not be capable of performing this requirement to the OEM specifications. The Government intends to procure this item under the authority of 10 USC 2304 (c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely at the Government’s discretion. Responses must be received by the response date specified in this notice.
