The Naval Air Warfare Center – Aircraft Division, Lakehurst (NAWCAD LKE) intends to solicit, negotiate, and award a firm-fixed price Contract on a Limited-Competitive basis between Ver Val, CAGE 61420, and their approved vendors for the procurement of Ver Val tools using FAR Part 12 and FAR Part 13 procedures. NAWCAD Lakehurst has a requirement for the following: Qty 52: Gauge, Profile Set Qty 52: Rail Wear Gauge Ver Val is the only company with the ability to meet the JSF program requirements for both U.S. and international forces. The required tools have been previously purchased by the JSF program for all squadron level maintenance. This effort is a continuation of the tools already in place at the squadron level, and each specific tool box is designed to accomplish a specific maintenance task on all JSF aircraft variants. The tool boxes are designed and fitted with foam inserts and/or shadowing into which the exact design and dimensions of the required tools are identified. This provides the fleet and international forces with standardized tool boxes ensuring that all tools are accounted for upon completion of each maintenance task which is critical to mission readiness and safety of flight. Further, training is conducted utilizing these identical tool boxes. In order to ensure that all servicemen trained on servicing JSF aircraft/equipment can perform their designated tasks no matter where they are located JSF tools are the same from one squadron to another, both for U.S and international forces. Ver Val are required to support this program for uniformity of tools for all aircraft maintenance and are the only tools which will meet the requirements for these particular tool boxes for standardization and support internationally. Should another manufacturer’s tool be procured, there would then be inconsistency from one squadron to another in the type of tools utilized for each task and would present a logistics problem should replacement ever be necessary. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, that if received by 03:00 PM EDT on 24 December 2020 shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Responses to this notice must include the company name, point of contact, address, area code and telephone number, electronic mail (e-mail) address and company literature sufficient to determine the capability of this company to perform this effort.
