The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCAD LKE) intends to solicit, negotiate, and award a firm-fixed price contract on a limited competitive basis with the Original Equipment Manufacturer (OEM), VIAVI Solutions (VIAVI) (CAGE 6UW26) and their approved authorized distributors for the procurement of various Identification Friend or Foe (IFF)-45TS Test System support equipment listed below: • IFF45TS Xpndr Modes 1/2/3/A/C/S/4 (P/N 72438) • 45TSOPT1 IFF Xpndr Mode 5 Option (P/N 83404) • 45TSOPT2 IFF Interrogator Modes (P/N 83405) • 45TSOPT3 IFF Interrogator Mode 5 (P/N 83406) • 45TSOPT9 KIV 78 / KIV 6 Adapter (P/N 86075) • 45TSOPT5 ADS-B Out Option (P/N 91684) VIAVI is the original designer, developer, and the OEM of the IFF-45TS Test System. However, VIAVI does have approved authorized distributors for the IFF-45TS hardware. VIAVI and their approved authorized distributors are the only sources capable of providing the IFF-45TS Test System Peculiar Support Equipment because the IFF-45TS Test System drawings and software required is proprietary to VIAVI. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
