The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to solicit, negotiate, and award a fixed-price purchase order, on a limited competition basis to the authorized Government distributors of Unity Technologies, for Unity3D Pro Game Engine software licenses for the development of virtual environments for training and Augmented Reality research applications to support all Naval Aviation. Unity3D Game Engine has integration with all virtual, mixed, and augmented reality hardware and software required by the Navy and is the industry standard for many areas of development - no other software application can be used with this hardware and these libraries. All other software applications would lead to an inability to complete any research and training efforts. Unity Technologies has designated two authorized government distributors - GC Micro and Avatar Partners - for license procurement in the quantities desired and with multi-year option capabilities. The Government does not own the data rights and a competitive drawing package for this effort is not available. This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
