The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed price five year Basic Ordering Agreement, on a sole-source basis, to Teledyne Controls, El Segundo, CA (CAGE 5F382). This requirement is for the procurement of Commercial Aircraft Components and associated commercial supplies and commercial services as identified in delivery orders. Work includes support for Navy ground and Flight Test of the C/KC-130T Aircraft ensuring the parameters being acquired by the Digital Flight Data Acquisition Unit function properly with the Mandatory Aircraft Condition Work System and airborne software in support of PMA-207. As the designer and Original Equipment Manufacturer (OEM), Teledyne is the only source that possesses the technical and proprietary data associated with manufacturing the Aircraft Data and Information Management Systems to include hardware/software in use by the Navy and Marine Corp C/KC-130T and C-40 fleet. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have the technical and proprietary data associated with manufacturing the above Aircraft Data and Information Management Systems to enable a competitive procurement. Teledyne Controls, as the OEM, is the only source with the technical data, facilities and capabilities required to provide the Commercial Aircraft Components and associated commercial supplies and commercial services as identified in delivery orders. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
