Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a firm fixed price purchase order on a sole source basis to ORBCOMM (CAGE: 3UME1) under the authority of FAR 13.106-1(b) due to only one source being reasonably available to meet the Government's needs. Satellite and terrestrial Automated Information System (AIS) data licenses. This is not a request for proposals. Any interested party that believes it is capable of meeting the requirement described herein may submit a capability statement. All capability statements received will be evaluated to determine technical merit. Responses must be submitted in writing via email no later than 15:00 PDT on 4 August 2021. Telephone responses and request will not be accepted. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government. Acquisition of Commercial Items under FAR Part 12 and Simplified Acquisitions Procedures under FAR Part 13 apply.
