Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme, California intends to issue a cost-plus-fixed-fee (CPFF) order under Basic Ordering Agreement (BOA) No. N6339417G0001 on a sole source basis to Lockheed Martin Corporation, 199 Borton Landing Rd, Moorestown, NJ 08057-3054. This order will provide all necessary engineering services and material in support of the the overhaul of Fire Control System (FCS) Mark (Mk) 92 Separate Track Illuminating Radar (STIR) variant Antennas for the Taiwan Navy as specified in the attached Statement of Work (SOW). Support will also cover area to stage assets for refurbishment of customer items and inventory control of FCS MK 92 materials. The anticipated order is intended to be awarded pursuant to 10 U.S.C. 2304(c)(1) as indicated in the attached class justification and approval. Full and open competition need not be provided for when the supplies or services required are available from only one responsible source or only from a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
