This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular, FAC 2025-06, effective October 1, 2025. This is a 100% small business set aside. NAICS Code: 721110 / Size Standard: $40,000,000 Scope of work: In accordance with the attached solicitation, N6278926Q0010, Supervisor of Shipbuilding Conversion and Repair (SSGR) Groton, CT requires 20 hotel rooms for 14 nights within a 15-mile radius of the Navy Port at Port Canaveral, Florida. Period of performance: Check in date - January 12, 2026 and Check out Date: January 26, 2026. Each room shall be equipped with the following at minimum: 2 beds, either 2 twin beds or 2 queen beds per room Local calling ability TV with normal/basic cable; premium cable can be provided if it is as no additional cost to other guests Usual hotel amenities for the local area Hotels with exterior access rooms are NOT accepted (rooms MUST be available via interior lobby only). Offeror must include the following in their quote submission package: Active SAM.gov registration; Name and address of hotel; Description of room(s); Hotel amenities; Past performance history for similar Government contracts for hotel stays; Nightly room rate per room/number of nights and total price Signed and returned solicitation N6278926Q0010 SSGR will issue a tax-exempt certificate at time of contract award. Nightly rate should not exceed the Government Per Diem rates for Port Canaveral, Florida for January 2026 set by the General Services Administration. Quote Submission: all quote packages shall be submitted via email to andrea.a.cook.civ@us.navy.mil AND stephanie.l.neale.civ@us.navy.mil. Quote packages are due no later than 05:00 PM EST December 29, 2025. Late submissions will not be accepted. Offerors are advised to submit electronic documents early and confirm successful transmission/receipt. Award will be made to the responsible offeror whose offer conforming to the solicitation is most advantageous to the Government, price and other factors considered. In determining the best overall response, the combined non-cost/price factors are approximately equal to cost/price. The following factors are listed in relative order of importance to evaluate each offer. Each criteria which will be given a rating of “acceptable” “average” or “unacceptable”: Distance to Navy Port at Port Canaveral; Price; Overall hotel rating (as posted on Google, Yelp, Trip Advisor or other similar databases/sources), and; Past performance. Offerors must satisfy the requirements described in above criteria, as well as other RFQ requirements. Offers that take exception to any criteria are unacceptable. The Government intends to evaluate quotation packages and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
